DBS checks, insurance, licensing, and safeguarding - a parent's guide to safe school transport

When you entrust someone else with transporting your child to and from school, safety is the first and most important consideration. Whether you are hiring a private school run driver, using a transport company, or arranging informal lifts with other parents, understanding what "safe" actually means in the context of school transport is essential. This guide explains the checks, standards, and questions that matter.

Why Safety Matters for School Transport

The school run is not like booking a taxi or an Uber. Your child may be travelling without you present, often with the same driver every day, building a relationship of trust. This creates a duty of care that goes well beyond simply getting from A to B. A school run driver is, in practice, a person in a position of trust with access to your child on a daily basis.

For this reason, the standards applied to school run drivers should be at least as rigorous as those applied to anyone working in a school. That means proper background checks, appropriate licensing, adequate insurance, and training in safeguarding children.

DBS Checks Explained

The Disclosure and Barring Service (DBS) check is the UK's system for screening individuals who work with children or vulnerable adults. There are three levels of DBS check, and understanding the differences is important:

Basic DBS Check

A basic check shows only unspent convictions. It is the minimum level and does not provide a full picture of someone's history. Anyone can apply for a basic DBS check, and it is not sufficient for someone who will be regularly transporting children unsupervised.

Standard DBS Check

A standard check shows both spent and unspent convictions, cautions, reprimands, and warnings. This provides more information but still does not include a check against the barred lists maintained by the DBS.

Enhanced DBS Check with Barred List

This is the highest level of check available. It includes everything in the standard check, plus a search of the DBS barred lists - registers of individuals who have been deemed unsuitable to work with children or vulnerable adults. For anyone regularly transporting children in an unsupervised capacity, this is the appropriate level of check. It is the same level of check required for school teachers and teaching assistants.

When evaluating a school run driver or service, always ask which level of DBS check has been completed, and ask to see the certificate. A reputable provider will have no hesitation in showing you this.

What to Look for in a School Run Driver

Beyond the DBS check, there are several other credentials and qualities a safe school run driver should have:

  • TfL private hire licence: In London, anyone offering a paid transport service must hold a valid Transport for London (TfL) private hire driver licence. This requires the driver to pass medical checks, a topographical test, and a separate DBS check administered by TfL. Always verify that the driver's licence is current.
  • Commercial insurance: Standard car insurance does not cover the paid transport of passengers. A school run driver must hold hire and reward or private hire insurance that specifically covers the transport of children. Ask to see the insurance certificate and check it is in date.
  • Safeguarding training: A good school run driver should have completed a recognised safeguarding course. This training covers how to identify signs of abuse or neglect, how to handle disclosures from children, and how to respond to safeguarding concerns. It demonstrates a commitment to child welfare that goes beyond the legal minimum.
  • First aid training: While not always a legal requirement, a driver trained in paediatric first aid provides an additional layer of reassurance. This is particularly relevant for younger children or those with medical conditions.
  • Clean driving record: Ask about the driver's driving history. Any responsible provider will be able to confirm they have no serious driving offences.

Vehicle Safety Standards

The vehicle your child travels in matters as much as the person behind the wheel. Key vehicle safety points to check include:

  • Valid MOT: The vehicle must have a current MOT certificate confirming it meets roadworthiness standards.
  • TfL vehicle licence: In London, private hire vehicles must be licensed by TfL. This involves regular inspections to a higher standard than a standard MOT.
  • Appropriate child seats: For younger children, the driver should provide or accommodate the correct child car seat or booster seat as required by law. Children under 12 or under 135cm tall must use an appropriate child restraint.
  • Cleanliness and condition: The vehicle should be clean, well-maintained, and smoke-free. This is both a comfort and a safety consideration.
  • Dashcam: An increasing number of professional drivers use dashcams. While not mandatory, a dashcam provides a record of journeys that protects both the driver and the passengers.

Questions to Ask Before Booking

Before committing to any school run service, ask the following questions directly:

  • What level of DBS check do you hold, and can I see the certificate?
  • Do you have a valid TfL private hire licence?
  • What insurance do you carry, and does it cover transporting children?
  • Have you completed safeguarding training?
  • Will the same driver do the school run every day, or do you use different drivers?
  • What is your procedure if you are unwell or unavailable?
  • Can I do a trial run before committing?
  • How do you communicate with parents during the journey?

Any reputable school run provider will answer these questions openly. If a driver is evasive or unable to provide documentation, that is a significant red flag.
